Fence Rules Are Set City by City in North Dakota
There is no single North Dakota fence rule. Height limits, permit thresholds and setbacks are written by each city, and they differ more than most people expect. Here is where the cities we work in stand.
Grand Forks — no permit is required under six feet, nothing over 30 inches is allowed in the first 15 feet of the front yard, and at least 75% of the above-grade fence height must be matched into the ground.
Fargo — no permit until six and a half feet, front yard fences capped at three feet or four if you can see through them, and pool barriers of at least 48 inches.
Northwood — the Planning and Zoning Commission is the building authority, and its jurisdiction reaches half a mile beyond the city boundary, so acreages outside town can still be covered.
The smaller communities we serve set their requirements locally, and how much they publish varies widely. Casselton and Cavalier publish detailed fence rules. Mayville and Minto publish their permit process and fees. Drayton, Hatton and Pisek keep theirs at the city office. Dahlen has no city government at all, so state law and Nelson County apply.
